Shey Phoksundo National Park: Limited Tourists, High Value, and Local Opportunities

Shey Phoksundo National Park is the largest national park in Nepal. It stretches across Dolpa and Mugu districts, and its biggest attraction is the famous Phoksundo Lake. 

The park's altitude ranges from approximately 2,130 meters to over 6,800 meters. Due to this, rare wildlife such as the snow leopard, blue sheep (naur), Himalayan tahr, and musk deer are found here.

To reach Shey Phoksundo from Kathmandu, one typically takes a flight to Juphal via Nepalgunj, followed by a multi-day trek. This very remoteness is its greatest tourism strength.

An entry permit is required to enter the Shey Phoksundo area. Some parts of Dolpa may also require an additional Restricted Area Permit.

Shey Phoksundo: Small Market, But High-Value Opportunity

The revival of tourism in Shey Phoksundo is clearly visible. In 2022, 2,871 tourists arrived; by April 2025-Feb 2026, the number had increased to 4,882.  The numbers show that:

Shey Phoksundo Reality: Short Peak Seasons, Long Quiet Months

The available monthly data for 2023 shows two major trends.

  • Nepali visitors peak dramatically in autumn (Sept-Nov), which alone delivers nearly half the annual total. 
  • Mar-May is a strong secondary season. 
  • In contrast, the monsoon summer and winter months see very few Nepali visitors.

Foreign tourists also mirror the domestic trend. 

  • The majority of the foreign tourists visit Shey Phoksundo in the Sept-Oct and Mar-May seasons
  • SAARC visitors show no consistent seasonal pattern and arrive in very low, sporadic numbers throughout the year

The total monthly visitor data shows a very clear seasonal pattern. 

  • Most tourists arrive during September and November. In 2023, more than half of all visitors, 2,544 out of 5,014, came during these three months alone. 
  • March–May is the second busiest period. 
  • Very few visitors come during July and August, and December–February.

Hotel Structure: Numbers Are Not Limited, But Capacity Is Still Small

The basic accommodation structure in Shey Phoksundo is gradually developing, with most hotels concentrated around the Ringmo area near Phoksundo Lake and the main trekking settlements.

Given the current tourist level of roughly 5,000–8,000 annually, there is no outright shortage of hotels. However, the accommodation structure in Shey Phoksundo is still primarily based on basic teahouses and family-run lodges. 

  • In practice, Dolpo's accommodation is "simple," "basic," and "limited." Shared bathrooms, limited hot water, weak electricity, and camping-based trekking in many areas remain common.

👉 Important Note:  Demand drops sharply in the off-season; therefore, large-scale hotel expansion remains risky.

Dolpo's Population: The Real Limit to Tourism

Between 2026 and 2030, the population remains stable at roughly 22,600–23,000. This is not growth; it is stability.

  • Tourism expansion depends not on population growth, but on the efficiency of human resources.
